, the final provisions of the credit card act will be in place. jessica doyle has more on what those changes mean for us. >> reporter: more than a year after president obama signed into law the credit card act aimed at providing consumers with more disclosure and protection against unfair practices final provisions of the law are about to kick in. starting august 22nd, consumers can expect to see more reasonable and proportional penalty fees. in most cases, issuers won't be able to impose a fee higher than the amount of the violation. >> probably most late feeover limit fees go to a maximum of $25 or $35 for the second violation in six months. >> reporter: fees for not using your card will be eliminated and any interest rate increases imposed since january of last year must be reviewed by issuers every six months and considered for a rate reduction but at the issuers discretion. >> there are no guarantees and the federal reserve left it open ended. >> reporter: he says the credit card act which has taken effect in stages has benefited millions of consumers but the law isn't perfect it may ta

. jessica doyle is here with the friday headlines. >> good morning. we are happy to say happy friday. the stock market heads for another weekend hoping to bounce back from more losses. surprising, unemployment claims were up last week and that sent asian stocks lower today. the dow is at 10,271 after dropping 144 points. the nasdaq lost almost 37 and the s&p was off by 18 1/2 points. another concern for wall street, the budget deficit is expected to top $1.3 trillion this year being caused by a combination of factors. federal revenues are down and government spending keeps rising to boost the economy. the only up side, this year's deficit is a slight improvement from last year. >>> potential trouble for american airlines. federal officials are ready to hit american with a record penalty of 25 million or more. this reported fine stems from improper electrical wiring around the landing gear of many of its planes. american was forced to ground the entire fleet of md 80 series jets in 2008 while the mechanics fixed the problem. the faa has not made a final decision or informed american a
